The document reflects the operational situation in Lithuania and the application of educational-preventive measures. The so-called “ideological subversive activities” are reviewed. Instructions are given relating to the strengthening of agency positions, agency penetration into the special services of the enemy, counter-intelligence work, to more efficient revealing of anti-Soviet disposed persons, the application of compromising methods.
